The Problems


South Australia, like the other states, seems to have a land affordability problem.

South Australia also seems to be following an urban containment policy, as can be seen from their page on Adelaide's Urban Boundary. However, in the case of Adelaide, they may actually have a point about preserving farmland, as can be seen from the climate map below (adapted from material by the CSIRO):

Adelaide is in the small blue area on the map. As South Australia doesn't appear to have a lot of cropland, their preservation of it is more understandable.

The Solution

I'll leave it to you to decide on the importance of South Australia's farmland; if it's unimportant, then the course to take is to lobby the government to rezone the surrounding land. If the preservation of the farmland is important, then the best option is to rezone land in areas that don't support crops; Port Augusta might be a prime location for this.
